This key principle is the foundation to building Australia’s first Digital Capability Framework. The solutions will be built from understanding the problems that need solving for each key user group.
The Digital Transformation Expert Panel’s research into international frameworks and their consultation processes mean we already have a good sense of what people need from the framework.
At a strategic level, others want it to be the platform by which we integrate workforce development with formal training so we start to build the lifelong learning model that has been talked about for several decades.
We are now looking to validate what we call ‘User Specifications’ for the Framework. They are simple statements that capture the problems each key user group wants the Framework to solve. This will guide the development of the ‘Design Principles’, which set out the structure and functionality of the Framework.

User Specifications are simple statements that capture the problems each key user group wants the Framework to solve. Ultimately, they’ll be our compass for the next stage – development of the Design Principles which set out the structure and functionality of the Framework.
